Muzio Clementi (1752-1832) was born in Italy and lived most of his life in England. He is often regarded as the "father of modern piano playing", who lived at a time when the pianoforte was rapidly evolving into the more modern 19th-century piano. Clementi was influenced by such composers as Scarlatti and Haydn and taught John Field (who influenced Chopin). Clementi was also involved with music publishing and the production of pianos. I would say late beginner, right before hitting the early-intermediate level; however, some may argue that it is in fact early-intermediate. I have played some crazy pieces that were considered intermediate, and this piece is really easy for me to play.
